measure repeat sign ll: :ll doesn't work. It only plays one time

Works perfectly over here.
Make sure you have the "play repeats" toolbar button enabled.
Maybe you are misunderstanding what it means? It doesn't mean to play that measure twice, it means play the previous measure a second time, playing it instead of the measure with the repeat sign.

OP seems to be talking about repeat barlines |: ... :|, not about the measure repeat sign, %
