When creating a new score the vertical justification between staves is intended to be enabled. However, when a new score is created via the import of a file (e.g. MIDI) it is disabled.

Confirmed, not sure why. It's on by default new scores, not for imports from other MIDI or MusicXML (and presumably other formats). I can't think of a good reason for this. Also - possibly related - it doesn't respond to overrides (forcing it off) in an MSS file specified as the default for new scores.
