There are third party macro utilities for most OS's that might provide useful. but if not's listed in Edit / Preferences / Shortcuts, it's not possible in MuseScore.

Could you explain more about your use case? I can't see how it would make sense to have a shortcut to access text size, unless you are trying to literally make every single text a different size. if the goal is to keep them consistent but a different size from the default, you don't need a shortcut - you simply need to make the new size the style default, by clicking the "Set as style" button ("S" icon).

For palette elements, we do hope to someday allow customizable shortcuts for them directly. Meanwhile, there are techniques that can be useful like the pallette search facility (possibly combined with custom cell names) and the "apply current palette element" command.
