It's not a single ready-made feature, but everything in that image seems doable, it's just a combination of ties (such as to invisible grace notes) and some special characters you can find on the Special Characters palette, under Musical Symbols / Harp techniques.
Check in the Symbols palette.

Thanks for the help! If there is ever a way to also make the damping work on the playback, that would be fun, too. (I'm embarrassed to confess that the reason I need this is because I am making an arrangement for oboe and harp of "Where the North Wind Meets the Sea" from the movie Frozen II for my 4-year-old niece. I haven't ever arranged anything for harp before.)

You'll have to try it, but I think Marc's suggestion of tying the pitches to invisible grace-notes might automatically result in a correct playback, or as correct as you're likely to achieve.

Joseph, in case you, or anyone, is interested, here is the little arrangement of "Where the North Wind Meets the Sea," for oboe and harp that I did for my 4-year-old niece in 2021.
