Import a MusicXML file into template
I'm trying to import an existing MusicXML file into a Musescore template.
I see how to open a template on the second page of opening a new file. But, under import there is only pdf.

Importing any file format but PDF is under File > Open. So do that for the XML file.
Once done that, save that score as an mscx or mscz file in the templates folder

To rephrase my question, I want to apply a template to an existing piece of music. Are those the right steps?

There's no such thing. You'd use a template to create a score from it.
You could import the XML, save its style (as .mms) and then load that style into an existing score.
If you want that XML's style settings.
If you want that XML's instrument setup, this won't do.
