I would like to reformat my Creation Date and Today's Date. The default is set to American format which is month/day/year. But I would like to have the date format as year/month/date. Having the year first makes organizing much easier. I do not seem to have a way to change the format except by changing my country.

My creation date seems to default to YYYY-MM-D. When I open your score and check the Properties it says the creation date is 2022-01-17. I can't find Today's Date as a score property.
Creation date in File > Score properties, and as such in Header/Footer via the tag
$:creationDate:
is always created in ISO format YYYY-MM-DD on score creation, no way to change this behavoir. If you want to change that, modify that filed in File > Score properties.
That much is by design and unlikely to change.
Creation date, today's date and modification date are available in header/footer as
$D
,$d
and$M
respectivly and are always in the format matching your current locale/language.Your sample score uses none of them (I'd use
$M
for the revision date, in header/footer rather than in the title frame, where these marcos don't work))Having an influence on the format of these is a request that had come up before and a valid one at that.

Workaround is to manually enter these dates. Cumbersome, but possible
Edit > preferences > Language- choosing language updates the date format for me.
While I do not speak it:
Svenska 2022-03-16 18:46 *** iso 8601 date format YYYY-MM-DD HH:MM
