Dialogs on multi monitor rigs

• Version: 4 beta
• OS: Windows 11

Steps to repro:
1. Open &Edit->Preferences (or &Help->About, or anything that opens a dialog)
2. Drag dialog around between monitors

Expected behavior:
Dialog opens on same monitor as main window and can be dragged to desired location

Actual behavior:
Dialog opens mostly on secondary monitor with small slice on main monitor, dragging dialog around on the secondary monitor causes it to jump back to the starting location after a second once release, dragging dialog around on primary monitor causes the dialog to go crazy - jumping between windows set locations and clears dialog of all content, dialog must be closed to recover.
