How do you put fret position text above a note? e.g. I, II, III, IV, etc.

Use a staff text line for that. Prior to 3.6 MuseScore had one ready made, with a VII, for some reason that was removed from 3.6, but a generic staff text line is still there, use that in in Inspector replace the word "Staff" with desired fret number as the starting text
