Can't download MuseScore Drumline

MuseScore ver. 3.6.2.548021803 rev. 3224f34

When I try to download MDL 1.3.1 through the Resource Manager, as instructed in the MDL Download and Installation tutorial page, it throws an error - "Unable to download, save, and verify the package. Check your internet connection."

Needless to say, my internet works. The drive that I have MuseScore on has more than enough space for the download, as does my C:\ drive, if it's trying to put it there for some reason. I have tried over and over, to no avail (something something definition of insanity), but the stop point for the download is around 83%, plus or minus 5%.
