I got to the resource manager to download the MLD drumline once I click to install it will download for a bit then say that check the internet connection even though I'm right next to the router. It has happened 13 times know

Just for my benefit, this does not have anything to do with Apple Silicon (M1 / arm64) specifically, but the extensions download issue in general (or does it)?
I also have the same inability to download extensions on macOS x86_64

Issue reporter makes no mention of Apple M1 so I am not sure if MDL / MuseScore_General_HQ are expected to work or not. If they do not work on M1, that should be a new / separate issue and would not be a duplicate of the two referenced issues.

I don’t see a separate open issue for downloading MDL extension failing, even though you link many other issues to #278300: MuseScore with MDL has long startup. That issue seems to be about startup delays due to the nature / size of the MDL soundfonts (e.g. a performance issue), whereas the MDL download and #314950: Downloading MuseScore_General_HQ extension fails are functional issues. I took the liberty to

a) Re-open this issue so that when the download issue is fixed, this can be closed, whereas #278300: MuseScore with MDL has long startup will probably remain open for a while (if it can even be fixed).
b) Include the workaround as a standalone (in full and without referencing other pages), e.g.

(the download file seems to be the same as the one in the ./3.5/. URL posted elsewhere, but the download works with ./3.6/. which I tested against.)

So it is in 3.x (and might end up in a 3.6.3 or 3.7, should that ever happen), but not yet in 4.0, as that PR has not been ported to that...

the "muxt" file doesn't work for me unless I'm doing it wrong, I tried dragging it just straight over the application but it doesn't let me place it down. I tried dragging into the open a score window which just completely freezes musescore (although it doesn't give the "not responding" but I cant use it and I end up having to close it in task manager. I tried the way from the command line, and it says that "'mscore' is not recognized as an internal or external command, operable program or batch file."

well, I tried the drag and drop method again, and I actually left the house and got a haircut, came back and it was still frozen

and so now I've been trying the command prompt method and I've tried about 20 things now in the command line but I don't have much experience with it so I don't really know what to do in order to make this work on windows.
