As similar comments https://musescore.com/groups/musescore-android/discuss/5123795 is a matter of competence of the .com website.
As mentioned, this isn't about MuseScore at all but about the score-sharing website musescore,.comn, so further discussion should take place over there on that website. But, I'd assume this isn't a bug at all, but a simple statement of fact. Different publishers make different license agreements with MuseScore, and that might mean some copyrighted scores are not available in your country. Non-copyrighted scores (eg, public domain scores - ones more than 100 years old for the most part) should be available though.
