When I open musescore (from app icon, running as admin, or double clicking a score) the program gets stuck at loading the score and then becomes unresponsive. I've uninstalled and reinstalled, rebooted pc, updated pc, still having issue. not sure what else to do.

Try reverting to factory settings, from the command line (reinstalling doesn't do that!)
