Wrong clef for ossia staff

I am following the HowTo steps (#46236) for creating an ossia staff for an alto recorder. I start with a single populated staff in treble clef. From the "Instruments" dialog, verify the instrument type and the initial staff clef. I select that staff and press "add staff". I get a new staff with bass clef; I see no way of changing the incorrect clef in this dialog. I go back to the main view and change the ossia staff clef using the "Clefs" pallet. That seems to work but when I go back to the "Instruments" dialog, the ossia staff is still marked as having a bass clef.

What am I missing? This must be some ordering of operations or subtle starting condition because, when I performed what I thought were the same steps on a different score, I did not end up with a bass clef.

I should mention there are some specific cases where that original clef does have relevance. Like, what happens if you try deleting the new initial clef, or the initial measure containing it, or if you insert measures at the beginning of the score, etc. But you can always (as far as I know) simply re-establish the clef you want if things get off.

Another hack for getting the original clef to be what you want - add two staves. The second will be treble by default. Then delete the bass clef staff.
