How do I make a score smaller?

I know that I can press Ctrl-A and then Shift-{ to make a score smaller. I can do that two times, but if I do it a third or fourth time, the score doesn't shrink further.

When converting PDF's with Audiveris it happened a few times that Audiveris made scores that were really small. That's smaller than I want them, but it showed there's a way to get smaller scores. I copied the Audiveris scores, removed all notes and kept the first five measures:
staff - small.mscz
staff - tiny.mscz

Usually I try to match the score in Musescore with the score on paper or in a PDF, e.g. system breaks, page breaks, etc.

What do I do to make the score smaller?

The decrease stretch command "{" doens't make anything smaller, it just makes it *more crowded". Occasionally that can be useful, but more often, the best way to fit more music is to actually make the staff size smaller. Do this by decreasing the staff space size in Format / Page Settings, and everything else scales with it. That's what the scores you attached have done (or what Audiversis did, I guess).
