Is it possible to create this (photo) sort of notation?

Please see photo - is this even possible?

I'd like to create a piano notation in which the left hand and right hand notes may be placed on either the treble or bass staff, but are the note sticks are drawn from the top down (right), or bottom up (left hand), AND ALSO alternating so the rests don't interfere.

I saw this notation once (40 years ago; no source now) but I'm afraid it was a custom creation.
