Formatting error

I need help with resolving a formatting error.
I have attached the piece. The problem is certain measure stretch to a full page length and do not respond to the expand the layout stretch tools. Examples are m. 48, 58 and 63.

You did not attach the score, but an exported picture of it..

My bet is that you have explicit system breaks on those measures.
