Yes, my suggestion is to read the manual chapter on tuplets:

If you still have questions after that, this is a good place to ask them.
Make a note or a rest of duration 3 (e.g. dotted quarter, dotted half).
Click on the note/rest.
From the menu ->Add >Tuplets >Other and enter 5 and 3.
If you want it to read "5:3" on the score then click on the bracket of the tuplet, go into Inspector and change Number Type to "Ratio".
