Pasting atop 'Measure repeat' doesn't paste rests

Steps to reproduce:
1) Place a 'Measure repeat' (% symbol)
2) Copy a different measure with notes and rests
3) Highlight the 'Measure repeat' and paste
Result) The notes will be pasted but the rests will not exist.
Also, erasing this broken measure will give an empty bar with no rests. The way to fix this is to place another 'Measure repeat' and then delete it, which will result in a bar with a whole rest.

I can reproduce this as described. The same issue appears to exist with the first measure of a two bar repeat, and the second measure of a four bar repeat (the other measures behave as expected).
