Merging two systems into one

I'm working with a score (originally made with Finale) that I have imported into Musescore 4 using Music XML. I want to change the layout so that each system has six measures. I have adjusted the staff space in Format>Page Settings>Staff space which fixed the first system, but I still have two staves that won't combine, no matter how small I make them. I tried the "keep measures on the same system" command from the Layout palette, but all that happens is the icons appear - the measures are still on different systems. Trying to decrease the stretch doesn't do it, either.

I may be misunderstanding something, but it looked to me like there was a vertical frame between the fourth and fifth bars. If I delete it, the six bars fit on the system fine:

The problem is with the previous two lines, mm. 7-12. I want them to be on one line. I don't see a system break or anything else to delete to make it happen. When I select the measures and then select "Palettes>Layout>Keep measures on the same system," the only change I see is the icon appearing above the bar lines.

There is a vertical frame between b8 and and b9; I turned off the display of the page margins here so it's clearer (here it's shown selected, there's a little square handle at the bottom of it):

If you delete it, the bars will fit on one system straight away:

(It's the same situation with the next system, 13-18.)

The writing is quite dense, so you cannot expect to get so many measures on a system and to still keep the notes legible. The only way I could find to respect the system breaks was to use Landscape format instead of Portrait format - and even then I had to reduce the Scaling quite harshly. See attached score.

Incidentally I don't think that you really need to use Layout Breaks or Vertical Frames. Instead of a vertical frame, I would use:
Format > Style... > Page > Music Top Margin and increase the margin value
Format > Style... > Page > Min. system distance and increase the minimum value
