No way to create multi-instrument Parts

Caveat: I don't know this is a bug. It may be a training issue on my part. But I'm not seeing documentation online explaining how to do it.

When I create a new part in MS 3, there is a way to choose which Instruments are included in the Part. I can't find any way to do that in MS 4 under File > Parts or the Parts button in the Toolbar.

If I'm missing something, my apologies. Please enlighten me and then we can close this out.
