I can't create a quarter triplets lasting two quarters, just a triplet lasting one quarter.
I clicked on:
quarter note > triplets icon > Other...
and then selected a 3:1 ratio.
Result in the image attached.

Start by selecting a half note or rest. When creating a triplet, start with a note or rest that has a duration equal to the complete triplet. See https://musescore.org/en/handbook/4/tuplets
