That score is corrupt:
Measure 10, staff 1 incomplete. Expected: 2/4; Found: 961/1920

Repaired (MS 3.6.2).
And it got created (lasted saved at least) with the very outdated MuseScore 1.3
It looks quite OK when opened with that or with 2.3.2.
Not so with 3.6.2 or 4.0.1 though, culprit is some crazy offsets for some elements throwing off the automatic placement. A Ctrl+A, Ctrl+R brings it back to senses
