You can't shift measures. Nor add a measure to one part. You can add a measure at the end (it will be added to all parts) and C+P all the measures in question one measure to the right.

You can insert a measure anywhere, but that is described in the links the OP says don't describe what is wanted. What actually is wanted is a mystery to me.

A mystery to me too. But perhaps the OP means:
"(4.0.1) How to add a measure to a single staff (to shift the following measures one to the right on this staff only)"
... in which case, this is simple cut-and-paste, surely?

Thanks to you all - and yes, I chose the wrong word (in German, "System" is used for English "staff", that's why).
I had my troubles with the selecting and navigating for that "simple copy-paste" over a few dozen measures - but probably my problem also, as I only use "Kontinuierliche Ansicht" - is a bit of railway shunting that's needed. I take it that there is no command to add empty measures in a single staff only.

If there were such a command it is not clear what it should do when there is a change of time signature or key signature after the insertion point. That is a non-trivial problem to solve. Cut and paste is a very simple and versatile operation.

Yes, in "rigid measure length" software, this is a problem.
