Is it possible it is opening a dialog that is appearing offscreen for some reason (like maybe you changed display setup recently)? Did it ever work? What happens if you press Enter or Esc to close the dialog? If you continue to have trouble, please create a screen recording and link to that so we can see what you are seeing
