Saving palettes and toolbar in MS4

Hi all
I like my palettes to be few AND in alphabetical order. But each time I open a new score I get lots of palettes and they are in an order that makes no sense 'to me'. I have looked in the manual

but whilst it says how to save a single palette, it doesn't refer to saving them all. I feel as though I must be missing a trick. Also, I'd like the Tool bar to be fairly minimalist EVERY time I open a score (new or old). I have attached a screenshot of my preferred Palette and Toolbar settings.
Please could some kind soul point out the correct way to achieve my goal? Thank you.
