How do I make an instrument "growl" in musescore 4?
I looked everywhere on the palletes tab but couldn't find anything. I just wanted to confirm if this exists on musescore 4 or not.

There's no specific sounds I know of for this in the Generam MIDI standard or in Muse Sounds, but you're welcome to add whatever text your symbol you like to inform human players of the effect you have in mind. You may be able to find a third party soundfont or VST for the playback.
The best way to get a growlish sound is to simply add a tremolo to the note you want to growl.
