HELP!! losing System Break and Page Break when exporting to PDF

Urgent!! I have a deadline and I can't figure out how to keep my System Breaks and Page Breaks when exporting my score to a pdf.
I included a picture of what I would want to the PDF to look like vs how the PDF turned out when I exported it.
