Dropping window on second screen enables fullscreen mode

In Windows 10 you can snap application window to screen sides and the window is either resized or maximized (if snapped to the top of the screen).
I have two monitors and I noticed that snapping the window to the top (to maximize) on the primary screen works ok, but when I do the same on my second display, the application enters into full screen mode, which means there are no exit/maximize/minimize buttons and there's no top bar which allows me to drag and drop the window back to, let's say, the first screen.

I don't think it has anything to do with the bug, but maybe I should mention that I have Microsoft PowerToys installed and FancyZones enabled, yet the issue persists with the feature turned off.

Known issue... either with snapping or using the maximize button.

The behavior on the second screen depends on your taskbar setting as to whether or not to automatically hide the taskbar.
Use F11 as the workaround to get out of fullscreen mode when this happens.
