change to 5/8 time signature
Why can't I change the time signature to for example 5/8? I can change the "appearance" to 5/8 of course, but it doesn't make it 5/8.

Looks like you are using MuseScore 3, in which 5/8 isn't available by default in the palet.
Switch to MuseScore 4, and you have it available by default.
You should not change the time signature by amending the properties.
Instead you need to create a new time signature, which you then can use later as well.

I'm actually still stuck at MuseScore 2. I don't know if I can just update it to 4 and keeping the scores intact that I've already done, or if it's installed as a new program?

It is installed as a new program, leaving Mu2 installed
Anyway, changing the time sig is done in the very same way, as is creating and adding a new one

You can install MS3, MS4 beside MS2. I also still have MS2 installed for working on some of the older scores. In the older version a lot of manual adjustments were often needed and I don't want to redo/check all that when I open them in the newer version.
The newer version also have their own folder structure, so they are kept separate. Just remember once you saved a score using the newer version, you cannot open them directly in the older version of the program.
Only thing to watch out for is that there can only be 1 program associated to the file extension, so opening a MS file might default to the later version of the program.
Your are in the wrong menue. You cannot edit an existing time signature.
Go to the Time Signatures Palette, choose 'Moore' and then "Create Time Signature".
There you will get a quite similar window where you can create your own time signature.
