fitting more systems per page

I have a score and sometimes there are one or two measures on a page. It is because there are lots of instruments performing - not quite orchestral. The SATB is all written in open score. In a couple of pages, there is only one system and then a ton of blank space under it, I guess because they felt that the next page couldn't fit there, but it could easily fit if the short score were used more. Ideas?
