It isn't available since quite long, it was never for MuseScore 4 and is very outdated for MuseScore 3

Depending on the installed PDF printer or the capabilities of the browser or operating system, the links in the PDF may not be embedded - this is particularly interesting for the chapter overview.
However, there is a (German) website that does this correctly: https://tools.pdf24.org/de/webseite-zu-pdf
Even if the site is in German, it should not be very complicated to use for people without German language skills: Enter URL, press "In PDF umwandeln", wait for processing and download.
