Scroll bars not visible on laptop

OS: Windows 10 Version 2009 or later, Arch.: x86_64, MuseScore version (64-bit): 4.2.1-240230937, revision: d757433

Screenshot shows Windows setting for auto hide scrollbars OFF.
ms4 still hides the scroll bar, see screenshot.
I can move the mouse over using the trackpad but it is too difficult to scroll in small steps.
Cursor up/down keys have no effect.
Clicking an item does not simply select it, it opens it.
I want to see the scroll bar always, and with up and down arrows at its top and bottom for slow scrolling.
Or allow the up/down arrow keys to scroll.

With that, I have smaller text and therefore pushing the scroll bar does not make so many rows fly off the screen.
But it still hides the scroll bar until I mouse over it, see screen shot - cursor, not caught, is over scroll bar.
I want it to follow Windows user settings to be always visible, and with up and down arrows for fine control, like this browser window.

Whether or not the scroll bars are turned off doesn't work in all software. Paint for example. But then I don't use the track pad because it is too slow, in general. I use a trackball mouse. Much faster for me. It's not for everyone, i know.

If, when rolling the mouse wheel, it is "too difficult to scroll in small steps", you can choose how many lines to scroll when you roll.
In Windows 10 use: Settings > Devices > Mouse and move the slider "Choose how many lines to scroll each time". It controls how aggressive is the scrolling movement.
