Custom palettes not saving

I create a custom palette, with one or two entries.

I choose Save Palette…

Where do I save it? Following the path in Preferences > Folders leads me to a folder MuseScore4, with subfolders for Cloud Scores, Plugins, Scores, SoundFonts, Styles, and Templates. And how does saving the palette link it to that particular MSS doc?

If I just quit the session, the palette is gone.

I'm trying to set up a template containing several custom palettes that I can share with other users. It's currently in its own Workspace. I've also looked for a way to save that workspace, so that, if necessary (which would be a bad choice by MSS) I can send that along with the template.

I'm trying to make this as seamless as possible, for the many members of the Barbershop Harmony Society/Sweet Adelines Intl. who have been abandoned by the sunset of Finale.
