The notation editing application, now known as Musescore Studio is free for ever. Download it here https://musescore.org/en/download for no cost. You don't even have to register on the website.
The score sharing website, musescore.com has various paid for options which I am not fully familiar with but they have no impact on the operation of Musescore Studio.
