Elements like rehearsal markings warping over the score
OS: macOS 15.3, Arch.: arm64, MuseScore Studio version (64-bit): 4.5.1-250800846, revision: 603eca8
Whenever I try to move system text or rehearsal markings by a little bit, it jumps all the way to the top of the page. It seems like every little movement is being changed into big moves. Same with left and right, etc.
I have a video but the forum won't let me upload.

That's odd, because it was a known issue, and was supposed to be fixed for 4.5.1: https://github.com/musescore/MuseScore/issues/27101
But I don't see it in the list of what's been done (among the 38 fixes, right-hand column) for this version, i.e. : https://github.com/orgs/musescore/projects/87
I must be missing something?

Yep, that seems to be my issue exactly!

That issue is still open and got removed from the 4.5.1 project, so is not yet fixed for any version

Ok, I had missed the fact that it had been removed three days ago from the 4.5.1 project.
In the meantime, as Marc points out, there are ways around it. I quote him:
To disable the reanchoring while dragging:

For my part, after testing various ways around, I think the best and most coherent for me, because it works in all directions, is to do:
- Use cursers keys (Left/Right and Up/Down) than dragging
- The same but by holding Ctrl/Cmd key while using cursers keys (it's just a little faster, but less precise...)
In order: Select system texte / Hold Ctrl/Cmd / Curser key
Possible too to combine the two... 😆

When I try to hold ALT is doesn't fix it. It still jumps around. Shift does work, or just using cursor keys.
