Grabbing the vertical title frame on the first page and pushing up causes an unexpected effect
To replicate, create a new score from template. Any template will do as far as I know. Then grab the bottom of the title frame and push upwards. This score has the scrolling set to vertical scrolling.

Garbage in, garbage put. Just don't do it.

Well that's just it. Sometimes I slip and touch that thing, and the whole score goes whoop! It happens also when I'm editing the bottom of the score. I'll try and enter a note but touch the invisible bottom scrollbar instead, and the whole score goes whoop! to the right or left a few pages, depending on where that scrollbar is. Since it's invisible I cannot see it to avoid it. So there's at least two banana peels in the score, one at top and one on the bottom.
What happens if you use page view before altering the fame? And if it works correctly, what happens when you revert to vertical scrolling?

I had it set at horizontal scrolling. It happens there too. If I then check "Limit scroll area to page borders", you will not see beyond the top of the page to verify if it happens or not. I need to be able to move the page around, so I leave that unchecked.
Vertical scrolling issue noted, pushing title frame adjusts display properly
