When I load MuseScore 2.0 beta 32-bit, it takes over 900 MB of RAM, even if it's not loading up a score at startup. This may not be a bug, but if it's by design, it sure makes it hard for people without much RAM to do anything else while MuseScore is running.

I too run Windows 8.1u1 64-bit but MuseScore only takes 86Mb. Where are you seeing this memory consumed, on the Task Manager "process" page?
Could you revert to factory settings ( http://musescore.org/en/node/35956 ) and try to startup again to see if the problem persists?
Update: if we really want to make this test useful, please download a nightly build ( http://musescore.org/en/download#Nightly-versions ). The beta 1 is now very much outdated.

Just for comparison, here's the RAM usage of MuseScore, latest GIT 864ea88, under Windows 8.1u1 64-bit. I did a Factory reset beforehand.
Well, a factory reset and new build didn't help, but I realized the issue -- it seems silly now in retrospect. The SFZ I was using was quite large, apparently, and once I removed it, everything was back to normal.
