How can I set the hairpins to go on top by default?
Currently the go below, and on top, or under the lyrics, and they are indistinguishable.

What version of MuseScore? There is no way to set default position of hairpins in 1.X, but in the experimental beta/nightly builds of 2.0, Style / General / Hairpins controls various defaults including vertical position.

right-click one 'select all similar', ctrl-click and drag into place

Can I use the arrow keys to move it? So I can be sure that I only move it up and down, not left and right.

No, in 1.x you can't. But have a look at 2.0 Beta 1 or a later nightly build, there you can move it very precisely via the inspector
