how do we move measures?
If I delete a bunch of measures in my piece I end up with half blank pages and stretched out measures. How do I get rid of these?

In other words, how do I reset the measures that remain on the pages to a nice consolidated writing again?

Do you have line breaks set?
If so, remove them.

Yep, it was that easy. I disappeared the line breaks and everything went normal. I knew it was something simple. Thank You soooo much. You saved my class project, peace.
If I understand what you're asking for, you can do it 2 ways...
1.) Select all the measures and add more or less stretch under the Layout menu, or
2.) Select Page Settings in the Layout menu and change the scaling to a higher or lower number.
