need help understanding strange piano notation and entering in musescore

I'm trying to enter the attached oboe/piano score.
But I don't understand the piano notation at measures 8 and 9.
Could someone explain to me what there are already 4 counts in each measure, and
then there are two 8th notes which span the G and F clefs.
There is also a funny change of dynamics.
My instinct is that the pp only applies to the 8th notes spanning the clefs, and not to the
other notes.

Would someone be so kind as to explain what these measure mean? Which notes are on which counts, with with dynamics, and on which (musescore) voice? Also how can I enter 8th notes like this which span the staffs?
It would be really great if someone would enter the two measures in musescore, and
send me the file.

In measure 9 and 10 there is not only staff-crossing of the beams but implicit voicing. The quavers are in a second voice. One is supposed to let the minim chord sound (with the help of pedal ?) while playing the quavers.
Noting voices is explained in the manual.
