How do I set the tempo

I know I can use the play panel to change the tempo but that only affects the tempo until you close the program and it doesn't write the tempo or feel of the music at the top of the score. I found the tempo menu but according to the handbook, it only affects individual notes. How do I set the overall tempo as a permanent part of the music?

It's text, you edit it like any other text - double click. It should appear already in edit mode if you use Alt+T. But when you say it's playing back at 120, I'm guessing your score is in compund meter and you are getting confused between dotted quarters and quarters. Be sure to add the correct marking, and MuseScore will sort out what to do.

Specifically – MuseScore uses "text" entries to identify tempo changes. The actual change is an "attribute" of the text-object, available through the Inspector.

MuseScore is clever enough to "read" the content of the text to find a number (“follow text”).   But it also allows you to manually override this ... to specify the tempo, notwithstanding whatever the text-string contains.   (“For the purposes of playback, exactly what does ‘Andante’ mean to you?”)   The parameters which control this decision are also “attributes of” the text-entry, available through the Inspector interface.
