Tuplet Explanation

Hi, I'm typesetting some music, and am having a hard time understanding the "tuplet system". I don't really understand how to get what I want, if you know what I mean. When I click "other" it's automatically 3/2 in the "relation" field. what exactly does this mean. For an example of what I'm trying to do, I have a whole 4 beat measure which I intended to fill with a tuplet of seventeen 16th notes. How do I edit the relation in order to achieve this, and what is the "relation" itself all about?

You practically answered this yourself - you want 17 notes in the time that would normally be 16, so those are the numbers to enter. Start by selecting the whole mote as the total duration.
