How to place notes wherever you want in a measure?

Musescore is very difficult for me to use because I can't decide where to put notes, the program puts it there for me. For example, it's impossible for me to put two sixteenth notes on the and of 4 because the note placement automatically puts it at the beginning, I have no option to put it at the end. Am I doing something wrong because I can't find anything on Google about this problem.

You will need to have the first 2 16th note spaces filled with something (rests I assume). Until you are able to get to exactly where you want to start writing, musescore cannot know where you want to place them.

The best way to enter the notes is through the keyboard, not with the mouse (which I assume you are using).

To expand on the above: music is read left to right, you need to write it that way too. The only way you as a person reading a measure know that two sixteenths are on the "and of 4" is because you first thread and half beats of notes or rests first. So you need to *write* those first as well.
