nudging a rest

When I start a score containing multiple voices ( say two voices) how can I for instance ‘nudge’ a lower voice quarter rest to a position around the first line to a staff. It seems that when entering notes of the lower voice it (in this case the rest) is always positioned somewhere between the third and the forth line. This rest interferes sometimes with a note of the upper voice.
