Leave (for example) 10 measures empty on the oboe and 20 on the clarinet. Turn on multi-measure rests, generate the Parts. Ta-daah! A 10-measure rest in the oboe part and a 20-measure rest in the clarinet. What could be simpler?

In the parts, but I guess the OP wants that in the main score.
It won't work there and can't really though
