What version of MuseScore, and how exactly are you trying to do this? It worked fine for me when I just tried it in 2.0.2 by dragging the 9/8 from the palette to the last measure as well as selecting the measure then double clicking the 9/8 in the palette.
But, to be clear - the last measure is *already* in 9/8. I dind't have any difficulties changing it to 6/8 or 12/8 either, though.

Confirmed, and issue filled: #75861: Time signature change by double-click and after selecting a rest in a minimum 2 pages score causes a crash

Thanks for figuring that out - the key to the crash is selecting the rest then double clicking the time signature. Works fine if you select the *measure* then double click, or if you drag & drop. I have a tentative fix.
