Really, though, you would be better off using staff text or lyrics for this. There is also sort of special processing that goes on for chord symbols that might not be guaranteed to do the right things when trying to co-opt this facility for things that are not in fact chord symbols. Which is to say, it's more likely that music entered this way might break in a future release.
You can set the text style for lyrics to appear above the staff and turn the lyrics top margin down to 0 in Style / General / Page. A value of -4sp for the vertical offset in the text style, and 0sp for the lyrics upper margin, gives exactly the result you are getting using chord symbols.
