How to get rid of rests

The bar rests won't always go away; see red annotations. There's also a quaver rest hidden in the blue annotation!

What to do?

You can only delete rests from voices other than 1, voice 1 rests (blue if selected), can only get hidden or make invisible. In the upper system you could only make it invisible. In the lower systen are probably voice 1 rests and a result of using voice 3 and 4 instead of 1 and 2, but without seeing the real score this is hard to tell

I think what happened is you (or whomever entered this music) made the common msitake of using voices 3 & 4 for the bottom staff. Don't do that. Each staff should begin with voice 1. So, soprano and alto are voices 1 & 2 in the top staff, then tenor and bass are voices 1 & 2 in the bass staff. if there more staves and more parts, each staff would again start over with voice 1. The idea being, voices are for differentiating parts *within a single staff*. If you have only two parts on a particular staff, you need only two voices. The only time you'd need to touch voice 3 is in the cases where you are trying to out *three* parts on a single staff.
