Resize what? The systems? Be adding or deleting the system breaks.
Those blue arrows inside squares are "breaks".
See "Breaks & Spacers" on your toolbox on the left of the window.
You can add more to change the layout of the measures.
If you mean manually resizing the measures, there are the shortcuts { and } , or the menu Layout->Increase/Descrease measure length.
