Two bars combined

This is really tough to put into words. I've seen in some sheet music that notes with up-stems and notes with down-stems count separately toward the total note count in a single bar. For instance, there would be four beats worth of up-stem notes as well as four beats worth of down-stem notes. The most recent example of this I've come across can be found in the sheet music for "Brick" by Ben Folds Five. ( Look at the first bar of the song.
